PAIR: Promoting Public Accountability to Increase Community Resilience

The PAIR project strengthened community resilience in Longido and Monduli Districts by improving water resource management, promoting public accountability, and supporting local responses to climate-related challenges. The project addressed water scarcity, unreliable services, and governance gaps through rehabilitation of water infrastructure, strengthening of institutions, and improvements in hygiene and sanitation. By combining technical solutions with community engagement and governance support, the project helped establish more sustainable, transparent, and community-managed water services that are better able to cope with climate variability.

The PAIR project was implemented in Longido and Monduli Districts of Arusha Region to strengthen resilience to climate-related water challenges. By combining rehabilitation of water infrastructure, support to water governance systems, and active community engagement, the project improved access to safe and reliable water while reinforcing public accountability and institutional capacity at both local and district levels. The intervention directly benefited approximately 36,000 people across the two districts.

• Conducted water resources and water supply system assessments in four wards across Longido and Monduli Districts to identify technical gaps, climate risks, and governance challenges.
• Developed and implemented a cross-district pilot climate adaptation initiative using a Decentralized Climate Fund approach to support locally led adaptation planning.
• Rehabilitated three gravity-fed water schemes serving 13 villages, improving system reliability, efficiency, and resilience to climate variability.
• Provided technical support to RUWASA for the development and piloting of National Guidelines for Community-Based Water Supply Organizations, strengthening governance and accountability.
• Improved hygiene and sanitation at public water points and key institutions through infrastructure upgrades and promotion of good hygiene practices.
